Open Call for Proposals under Civil Society Facility 2015

The Delegation of the European Union to the Republic of Serbia has launched a Call for Proposals under the Civil Society Facility 2015 with a thematic focus on Chapter 23 and 24.

The global objective: To strengthen participatory democracies and the EU integration process by empowering civil society to actively take part in decision making and by stimulating an enabling legal and financial environment for civil society.

The specific objectives:

  • To increase the effectiveness of the Serbian CSOs in undertaking initiatives focused on Chapter 23 and 24;
  • To enhance regional cooperation;
  • To strengthen the role of civil society organisations in the process of negotiations with the EU and policy monitoring.

Financial allocation: The overall indicative amount made available under this call for proposal is EUR 3,800,000. The Contracting Authority reserves the right not to award all available funds.

Size of grants:

Any grant requested under this call for proposal must fall between the following minimum and maximum amounts:

  • Minimum amount: EUR 300,000,
  • Maximum amount: EUR 500,000.

Any grant requested under this call for proposal must fall between the following minimum and maximum percentages of total eligible costs of the action:

  • Minimum percentage: 50% of the total eligible costs of the action.
  • Maximum percentage: 90% of the total eligible costs of the action.

Eligibility criteria:

In order to be eligible for the grant, the lead applicant must:

  • be a legal persons and
  • non-profit making and
  • civil society organizations and
  • be established in a Member State of the EU, or in a country, covered by the Article 10 of the IPA Regulation and
  • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
  • in case the lead applicant is a CSO not established in Serbia, it must act with at least one co-applicant that is established in Serbia.

Duration: The initial planned duration of an action may not be lower than 12 months nor exceed 48 months.

Themes:

Theme 1. CSOs initiatives focused on Chapter 23 and 24:

  • Effective access to justice for all
  • Non-discrimination with special focus on migrants, asylum seekers, LGBTI persons, people with HIV/ AIDS, people with disabilities and children belonging to vulnerable groups
  • Fight against corruption
  • Freedom of expression, including freedom and pluralism of the media

Theme 2. Regional cooperation:

  • Good neighbourly relations and reconciliation.

Theme 3. CSOs participation in the process of negotiations and policy monitoring:

  • CSOs-government consultations in the EU negotiation process
  • CSOs-government dialogue in policy reforms

Location: The actions must take place in Serbia. Should the activities described in the project proposal involve activities in countries outside Serbia, the expenses incurred in this way shall be considered eligible if such activities deemed appropriate.
