Horizon Europe is the EU’s framework program for research and innovation for the period 2021-2027, with a budget of 95.5 billion euros, making it the largest open source of funding for research and innovation in the world.

OBJECTIVES OF THE PROGRAM


The goal of this program is to keep the EU at the forefront of global research and innovation, to strengthen its scientific and technological foundations, increase innovative capacities and competitiveness, and fulfill citizens’ priorities, including the green and digital transition.
Contribution to the construction of society and economy based on knowledge and innovation through additional research, development and innovation support.

PRIORITIES AND MEASURES

PROGRAM STRUCTURE

Horizon Europe is the EU’s framework program for research and innovation for the period 2021-2027, with a budget of 95.5 billion euros, making it the largest open source of funding for research and innovation in the world. This program is divided into 3 pillars, each of which consists of specific thematic sections that include their own work programs:

Pillar I – Excellence in science (€25 billion) aims to increase the EU’s global scientific competitiveness. It supports new research projects, funds scholarships for experienced researchers, networks for training and exchange of doctoral students, and invests in world-class research infrastructures.

Pillar II – Global Challenges and European Industrial Competitiveness (€53.5 billion) supports research related to societal challenges and strengthens technological and industrial capacities through 6 clusters and 5 missions, including the Joint Research Center, which supports policy makers at EU and national level, providing them independent scientific evidence and technical support.
Six thematic clusters cover the entire spectrum of sustainable development goals:

  •            Health;
  •             Culture, creativity and inclusive society;
  •             Civil security;
  •             Digitization, industry and space;
  •             Climate, energy and mobility;
  •             Food, bioeconomy, natural resources, agriculture and environment.

The five missions, which are scheduled to be completed by 2030, aim to solve some of the biggest challenges facing our society and should help achieve key EU policy priorities:

  •             Adaptation to climate change;
  •             Cancer;
  •             Climate neutral and smart cities;
  •             Healthy oceans, seas, coastal and inland waters;
  •             Healthy soil and food.

Pillar III – Innovative Europe (€13.6 billion) aims to make Europe a leader in innovation that creates new markets, as well as to help develop the overall innovation environment in the EU and support technologies that encourage the integration of the knowledge triangle of education, research and innovation.

COUNTRIES PARTICIPATING IN THE PROGRAM


•    Members of the European Union
•    Associated countries: Albania, Bosnia and Herzegovina, North Macedonia, Montenegro, Faroe Islands, Israel, Iceland, Moldova, Norway, Serbia, Turkey, Switzerland (partial participation), Ukraine.

INSTITUTIONS THAT CAN PARTICIPATE IN THE PROGRAM


SMEs, large companies, research groups, institutes, universities, NGOs are eligible to participate in this program, but unlike previous programs, now for the first time individuals are also eligible.
Individuals, institutions and companies from Serbia participate in the program on an equal basis with those from European Union member states.
