Program Fiskalis je program Evropske unije čija je svrha da poboljša poreske sisteme zemalja učesnica, tj. država članica Evropske unije kao i zemalja kandidata, među kojima je Republika Srbija.
Fiskalis 2021-2027 je program koji se bavi razmenom informacija i iskustava između poreskih vlasti u evropskim zemljama. Cilj programa je da, u partnerstvu s drugim evropskim državama, razvije sveevropski informatički sistem i izgradi mreže od osobe do osobe, okupljajući i nacionalne zvaničnike.

Podrška poreskim vlastima i oporezivanju radi poboljšanja funkcionisanja unutrašnjeg tržišta. Podsticati konkurentnost Unije i fer konkurenciju u Uniji. Štiti finansijske i ekonomske interese Unije i njenih država članica, uključujući zaštitu tih interesa od poreskih prevara, utaje poreza i izbegavanja poreza, kao i poboljšanje naplate poreza. Podrška razvoju aktivnosti poreske politike i implementaciji zakona Unije koji se odnosi na oporezivanje Podsticati saradnju između poreskih vlasti, uključujući razmenu poreskih informacija i razvoj kapaciteta, kao što su ljudske kompetencije i evropski elektronski sistemi.

Podržava borbu protiv poreskih prevara, utaje poreza i agresivnog poreskog planiranja i sprovođenje zakona Unije u oblasti oporezivanja obezbeđivanjem razmene informacija putem komunikacione mreže evropskih informacionih sistema, okupljanjem zvaničnika, kako bi se pomoglo u smanjenju administrativnog opterećenja poreskih vlasti i troškova poreskih obveznika.

The program is for European Union countries, but it is also open to candidate countries and potential candidates.
Accession countries, candidate countries and potential candidates have the right to participate, in accordance with the general principles and general terms and conditions for the participation of those countries in Union programs established in the respective framework agreements and decisions of the Association Council, or similar agreements and in accordance with the special conditions established in agreements between the Union and that country;
countries of the European Neighborhood Policy, in accordance with the general principles and general conditions for the participation of those countries in the programs of the Union established in the respective framework agreements and decisions of the Association Council, or in similar agreements and in accordance with the special conditions established in the agreements between the Union and that country, provided that those countries have reached a sufficient level of approximation of the relevant legislation and administrative methods to those of the Union;
other third countries, in accordance with the conditions laid down in the special agreement covering the participation of the third country in any Union programme;
The following countries have expressed interest in joining the Fiscalis program: Albania, Bosnia and Herzegovina, Georgia, Kosovo*, Moldova, Montenegro, Republic of North Macedonia, Serbia, Turkey and Ukraine**.
*This designation does not prejudge positions on status and is in accordance with UNSC Resolution 1244/1999 and the Opinion of the International Court of Justice on the declaration of Kosovo's independence.
**The accession process is ongoing from October 2021. The section will be regularly updated based on the evolution of the accession of individual countries.

Sve akcije su otvorene za službenike koji rade u poreznim upravama u državama članicama EU i zemljama kandidatima koje su se pridružile programu. Srbija se pridružila ovom programu 2015. godine

Evropska komisija je odgovorna za implementaciju programa. Pomaže mu programski komitet Fiskalisa koji se sastoji od delegata iz svake zemlje članice EU.
